If you don't already have insurance active at that moment, the vehicle is uninsured from that exact second.
Driving to an inspection
It's legal to drive a vehicle that's off the road the shortest reasonable route to and from a roadworthiness inspection, but only if it has valid insurance for the trip. The exception applies to where you're allowed to drive it – not to the insurance requirement.
