Responsibility for a vehicle passes automatically to the estate when the owner dies. The death itself changes nothing in the vehicle register – if the vehicle stays listed as active and uninsured, the fee keeps being charged, now as a debt of the estate.

Handling an estate is rarely simple, and the vehicle is often the last thing anyone thinks about. Unfortunately, neither the vehicle register nor TFF takes that into account.

Why the fee keeps going

The Swedish Transport Agency learns of a death through the national population register, but that doesn't automatically take the vehicle off the road. If the deceased is still the registered owner, and the vehicle is listed as active without valid insurance, the same mechanism applies as in any other case: TFF sees an active, uninsured vehicle and sends a fee – now addressed to the estate instead of an individual.

What the estate should do

If the vehicle won't be used: make an off road notification for it with the Swedish Transport Agency as soon as possible. This requires someone authorized to represent the estate (through an estate inventory or a power of attorney from the other heirs) to make the request. If the vehicle is instead being sold or taken over by an heir: carry out a normal ownership change, following the same principles as insurance when changing ownership – take out a policy in the new owner's name from the exact date the ownership change applies.

Who pays a fee that has already arisen

A fee that arose before the estate could act becomes a debt of the estate, paid out of the estate's assets before any distribution to the heirs – not a personal liability for relatives, unless they themselves are the registered owner or user.
