A motorcycle or moped only used in summer still has to be either insured or notified off the road through the winter too. Simply letting it sit in the garage without an active off road notification counts as active, and the fee starts running like any other day.

Why the fee arrives even though the vehicle isn't moving
Just like other seasonal vehicles and collector's items, the law makes no distinction based on how much a vehicle is actually used. If it's registered as active, it needs insurance, whatever the season, even if it hasn't moved in months.
What to do before winter
If the vehicle is going to sit unused for a while, make an off road notification for it with the Swedish Transport Agency before you cancel or pause the insurance – not the other way around. It's free and done through the app or e-service. Getting it back on the road in spring: take out or reactivate the insurance first, and re-register the vehicle in the same step, ideally the same day.
A seasonal premium isn't the same as an off road notification
Many insurers offer a seasonal or winter-adjusted premium that lowers the cost while the vehicle isn't in use. That's a good financial move, but it doesn't replace an off road notification – you still need to actively notify the vehicle off the road with the Swedish Transport Agency if you want to avoid both the premium and the risk of a TFF fee entirely.
